If you confuse Meta Business Suite with Meta Ads Manager, you’re not alone. Meta’s changing names and overlapping menus make it easy to lose track of which tool does what.
The simplest way to think about it is this: Meta Business Suite is your day-to-day management hub for Facebook and Instagram. Meta Ads Manager is the more advanced workspace for building and managing paid advertising campaigns.
The tools work together, but they serve different purposes.

Meta Business Suite: Your Day-to-Day Management Hub
Meta Business Suite brings many of the tasks involved in managing your Facebook and Instagram presence into one place. It’s where you can publish content, respond to your audience, review performance, and manage basic promotions.
Use Meta Business Suite to:
Manage your inbox: View and respond to messages and comments from your connected Facebook and Instagram accounts without moving between multiple apps.
Schedule organic content: Create, schedule, and manage Facebook and Instagram posts, Stories, and Reels from a shared content calendar.
Review general insights: Track content performance, audience growth, reach, engagement, and other organic and paid activity across your accounts.
Create simple ads and promotions: Business Suite also allows you to boost content or create basic ads. This can work for a straightforward promotion, but it doesn’t offer the same campaign controls and reporting options as Ads Manager.
Meta Business Suite is best suited for the regular work of keeping your accounts active, responding to people, and understanding how your overall presence is performing.
Meta Ads Manager: Your Paid Campaign Workspace
Meta Ads Manager is designed specifically for paid advertising. This is where you build structured campaigns, control how your budget is spent, compare different strategies, and review detailed campaign results.
Use Ads Manager to:
Build structured campaigns: Choose your advertising objective and organize your campaign across Meta’s campaign, ad set, and ad levels.
Control your budget and schedule: Set daily or lifetime budgets, decide when campaigns should run, and manage how Meta allocates your advertising spend.
Manage audiences and placements: Select the available locations, audiences, and placements that align with your campaign.
Real estate advertisers need to be particularly careful here. Ads that promote home sales, rentals, or other housing opportunities must be identified under Meta’s Housing Special Ad Category. These campaigns have additional restrictions, and targeting options such as age, gender, ZIP code, lookalike audiences, audience exclusions, and certain interests may be limited or unavailable.
Run A/B tests: Compare different versions of your ads by changing elements such as the image, video, copy, audience, or placement. For example, an agent could test a video tour against a carousel of listing photos to see which format produces stronger results.
Track paid campaign performance: Review metrics such as cost per lead, click-through rate, reach, impressions, and conversion activity.
Website conversion data may be collected through tools such as the Meta Pixel and Conversions API. Those tools are generally configured and reviewed in Events Manager, while the resulting campaign performance can also appear in Ads Manager.
You’ll probably use both.
Use Meta Business Suite to publish your regular content, manage comments and messages, review general performance, and handle simple promotions.
Use Meta Ads Manager when you need to create a structured paid campaign with more control over your budget, creative, placements, testing, and reporting.
The main difference isn’t whether money is being spent. You can create some paid promotions through Business Suite. The difference is how much control and detail you need.
For everyday social media management, start in Business Suite. For a more deliberate lead-generation campaign, move into Ads Manager.

Most real estate agents will use both tools. Meta Business Suite is better for scheduling content, managing messages and comments, and reviewing general account performance. Meta Ads Manager is better for building and tracking more structured paid advertising campaigns.
Yes. Meta Business Suite allows you to boost posts and create simple promotions. However, Meta Ads Manager gives you more control over campaign objectives, budgets, placements, testing, and reporting.
Ads Manager is the better option for agents running ongoing or more advanced lead-generation campaigns. It provides more detailed campaign controls and performance data than a basic boosted post or promotion.
Ads promoting home sales, rentals, or other housing opportunities must follow Meta’s Housing Special Ad Category rules. These rules restrict certain targeting options, including age, gender, ZIP code, and some audience tools, to help reduce discriminatory advertising practices.
